double shooting in seat pleasant last night. two men were shot at the 6800 block. one victim was pronounced dead at a hospital. >> wal street hasn't yet another milestone on the road to economic recovery. the dow jones industrial went above 11,000 for the first time in 18 months. it has risen 68% since hitting its low in march of 2009. stocks have been rising this year on growing expectationhe economy will shake up job market weakness. there's a bill to extend unemployment benefits. the measure would extend jobless benefits and other short-term programs through the month may. >> the investigation into last week's coal mine explosion in west virginia has been delayed temporarily. investigators will not be able to go into the mine where 29 died until all of the bodies

have been recovered. after an investigation, those responsible will be prosecuted. human error may be to blame for the weekend plane crash that killed the polish president and 95 others. the pilot was urged to land elsewhere because of heavy fog. apparently ignored the instructions. officials say there's evidence the president himself may have pressured the pilot to land at the thought the airport. >> there's a local twist in the case of a tennsee woman wh returno to the adopted child to russia. the locals put on a plane at dulles airport with a note if. in tennessee the authorities don't know if they can file charges. the family could face child neglect charges in loudoun county. but there is no statute we can find to charge anybody with on this. >> the boy's adoptive mother

general assembly oppose the final day of the recession. senators approved a bill to make it easier to prosecute gang members and give stiffer penalties for them. there's a compromise that provides major changes to the sex offender registry. lawmakers also reach a compromise on the first overhaul of the state's child-support guidelines if in 20 years. senators voted to weaken a text message band. you would be able to text while at a stoplight or otherwise not in motion. >> its 54 degrees on this tuesday >> this guy gets off the hook, but his professional career could be in jeopardy. we will tell you why. >> an unauthorized biography for the queen of stalking its bookstore shelves today.

with allegations that he sexually assaulted a georgia college student. this was not enough evidence. h is ane aidala of the woods. he could receive a fine or be suspended under the conduct policy. >> oprah winfrey fans will get a behind-the-scenes look at her personal life in a new biography are today. the authorized details are causing controversy already. we have details about the book. good morning. >> good morning. the author othe book is already having controversy surrounding it, not having luck on getting anyone to promote the book. it will hit the bookstore shelves. the woman interviewed hundreds of people but did not interview the queen of talk. used tell his interviews oprah winfrey has given to what the years and conversations she has had with friends. some of theopics are controversial. issues even including sexual

problems. a bicyclist collided with a five-ton military truck that was being used while a motorcade was passing through. if this happened at 6:00 p.m. yesterday if at new york and 12 streets. this is what the witness had to say moments after the accident. >> it took a second to realize what happens. i saw the down cyclist and her body. >> the accident is still under investigation. all we know is that the victim was a 68-year-old woman. in light of this, and officialoe urging people to be vigilant of motorcades. the the roads will be closed for up to 10 minutes when those go through. if you have to be out here today, officials are encouraging you to take a metro. mount vernon will still remain closed through 5:00 a.m. tomorrow morning. >> thank you. kicking off with a major announcement. the ukraine has agreed to get

controversy. university of maryland student jack mckenna being slammed into a wall and knocked unconscious, then beaten by prince george's county police officers. if he was left with multiple injuries including a-to his goal. he is suing, claiming police brutality. >> i was outraged, very disappointed in the conduct of the officers. >> according to a sworn statement, john mckenna incited a crowd and insulted the officer. but before the beating he is seen skipping down the sidewalk, comes face-to-face with a mounted officer, stops, and backs up. >> off the charging document is clearly a right, as you can see from the taper off. -- from the tape. >> the family says some of them should go to jail from the police force and others should be properly trained after discover force is not always

necessary and that brutality is always wrong. one of the officers is suspended. not identified. the investigation is ongoing. we understand that more officers could face punishment as well. phillip stewart reporting. >> thank you. meanwhile, james madison university officials are working toward a repeat of a violent block party. fights broke out during saturday's spring festival. if people in the crowds threw rocks and beer bottles. police used teargas to disperse 8000 people. if 30 people were arrested. the president there has st an e-mail to students calling the behavior an embarrassment to the university. >> the dow jones hit 11,000, but it does not mean happy days are here again. retail sales and consumer spending are up. employers are adding jobs, but they're still a lot of nazareth out there. many bad mortgages and government borrowing. the goverent debt at levels we

how does it feel? >> its comfortable. if anything you want to where i would probably be ok. i have long sleeves with a light jacket and i feel very nice. if even short sleeves would not be bad for the immediate metro area. however, there are chilly temperatures. in clarendon it is 54 degrees. not that bad. that's a good start. it's beginning to get cloudy. you will notice that first thing this morning around sunrise. let's go to the network. i will show you a wider range of temperatures. ford need right now is 37 degrees. that is normally one of the cooler numbers. stafford, 39. warrenton, 47. most outlying areas we are in the mid 40's. there are exceptions. let's look dead the scanner. cloud cover streaming in from

board navy plane that crashed in georgia. three people were killed when the plane went down in a wooded area near the border with north carolina and tennessee. if the airplane just missed a house. no one on the ground was injured. >> there's controversy in a prince william county high school after the former president of a sports club was accused of embezzling thousands of dollars. it involves the crew club at woodbridge high school. now the story. >> monday night dozens of concerned parents met behind closed doors at woodbridge high school to discuss how the crew team will move forward in the wake of embezzlement allegations made against this man william schwentner iii, the former president of the booster club. >> we have a proud heritage and be a very happy to see our children carry-on in a time of adversity. >> the man has been charged with embezzling $2,300. he reportedly used a woodbridge crew credit card to purchase new

police believe. he's armed and dangerous. a 12-year-old boy is facing a weapons charge after allegedly taking an unloaded handgun to school yesterday at potomac middle school. prince william county police say he pointed the gun at his head and then a teacher took the gun away. it was not loaded. >> a budget battle is brewing between the d.c. council and mayor adrian fenty. excedrin fenty appeared before the council yesterday to answer questions about his budget. some of the toughest questions posed by e council chair vincent gray, because he's running against the mayor. he's accused of using money from savings accounts to pay the budget gap. metro trains were more crowded than usual during the cherry blossom festival. during the two weeks, they recorded 10.9 million passenger trips. that's a 5.7% increase compared with the same time last year. out of the top 25 ridership
